Assistant Treasurer/Payroll Benefits Specialist

Minimum Requirements:- Associate's degree in finance/accounting or equivalent work experience preferred
- Experience in payroll processing and governmental fiscal procedures, preferred
- Proficient in Microsoft Excel, Word, and State Software (USAS, USPS,)
- Documented evidence of a clear criminal record.
- Detail-oriented with strong organizational and analytical skills

- Assist the Treasurer in all phases of school accounting procedures including but not limited to:
- Payroll, Accounts Payable/Receivable, bank reconciliations, daily banking and reporting.
- Prepare accurate semi-monthly payroll for the district
- Complete all necessary tax reporting as well as all required monthly, quarterly and annual payroll reports
- Liaison between staff and third-party administrator of insurance and annuity (403b/457) programs
- Additional duties as assigned by Treasurer

Title: ASSISTANT TO THE TREASURER – PAYROLL/BENEFITS SPECIALIST
Reports to: Treasurer/CFO and/or assigned supervisor
Job Objective: Timely processing of employee wages, payroll taxes, and benefits and reconciliation
Minimum Qualifications:
· Associates degree in finance/accounting or equivalent work experience in payroll.
· Experience with State Software (USAS, USPS) and SCView platform preferred.
· Documented evidence of a clear criminal record.
· Strong understanding of collective bargaining agreements and ability to implement changes accordingly.
· Proficient in Microsoft Excel, Word and Google.
· Demonstrates the ability to communicate effectively with administration and staff.
· Detail oriented with strong organizational, problem solving and analytical skills.
· Ability to collaborate with others while maintaining the highest confidentiality.
· Capable of reviewing and improving processes to maximize efficiency.
· Ability to prioritize workload to meet deadlines, particularly during peak periods.
Essential Functions:
· Identifies work priorities to focus on important tasks that require immediate attention.
· Assists office visitors. Answers routine questions or directs inquiries to appropriate staff.
· Answers/directs telephone calls. Prepares detailed messages when employees are not available.
· Performs employment verifications.
· Ensures a complete audit trail is established for each financial transaction.
· Distributes employee benefits notices and contracts. Processes enrollment forms.
· Collects/maintains employee authorization forms for discretionary salary deductions.
· Processes payroll and benefit payments in compliance with local, state and federal requirements. Verifies employees are placed on the correct salary schedule level.
· Confirms time sheets. Calculates gross wages. Processes payrolls. Reconciles payroll records.
· Processes associated payroll liabilities (e.g., insurance premiums, retirement deposits, taxes, etc.).
· Distributes deposit confirmations forms.
· Completes payroll reports and tax payments by required deadlines.
· Maintains monthly, quarterly and annual payroll reports. Prepares W-2 forms.
· Works with human resource staff to ensure the continuity of employment records (e.g., hiring, leave, termination, wages, FMLA, etc.).
· Maintains employee health insurance and COBRA files. Processes enrollment forms.
· Maintains medical, disability, personal/family leave and vacation records.
· Processes employment contracts.
· Maintains retirement records. Processes termination and retirement forms.
· Provides back-up support for other department staff. Assists with special projects as directed.
· Maintains effective document and records management systems.
· Monitors compliance reporting deadlines. Ensures the integrity and security of confidential materials. Complies with district records retention and disposal policies.
