    JOB DUTIES in order of importance
    ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101.
     1.         Directs Water Treatment Plant personnel functions; establishes organizational structure; recruits, interviews and recommends selection of candidates; evaluates performance of supervisory personnel; recommends commendation, suspensions, reductions, or dismissals of employees; conducts staff briefings and meetings; enforces safety responsibilities.
     2.         Directs Water Treatment Plant; develops long range plans; allocates material resources; allocates personnel resources; determines work priorities; delegates work responsibilities to supervisory personnel; assigns tasks, provides direction and ensures work complies with organizational standards.
     3.         Directs training and instructional activities; coordinates and supervises training activities; evaluates effectiveness of training programs.    
    4.         Directs payroll activities; authorizes unpaid leaves of absence; authorizes paid leaves of absence; authorizes overtime.
     5.         Prepares department budget; prepares, presents and revises budget requests; monitors expenditures.
     6.         Develops and implements policies and procedures; develops Water Treatment Plant policies and procedures.
     7.         Directs facility, equipment and supplies functions; maintains SCADA system; develops facility and equipment maintenance plans; procures services, equipment and supplies; performs periodic inspections of facility and equipment; plans and recommends the improvement of facilities and/or equipment; maintains inventory of equipment and supplies; performs minor equipment maintenance. 
    8.         Establishes and maintains external relationships; communicates with agency officials and employees concerning work activities.
    9.         Maintains personal and professional competence and awareness; maintains required licenses.
    10.       Prepares and maintains Water Treatment Plant records; prepares periodic reports for external agencies (e.g., OEPA); prepares time and material records; annual reports.
    11.       Directs emergency functions; supervises emergency operations; notifies supervisor of emergency situations; assigns personnel to handle complaints and emergencies; investigates emergency maintenance and repair situations and determines appropriate action; receives and responds to calls for emergency assistance at all times and in often inclement weather and/or hazardous situations.
    12.       Demonstrates regular and predictable attendance.
    13.       Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
     1.         Attends meetings, seminars and training sessions.        
    2.         Performs other duties as required.
